Guzzi T3 California seat, rack and grab rail

Guzzi T3 California seat and rack and grab rail. This has a really solid base that's been repainted and then refitted with the old cover. What looks like rust is actually glue that's gone brown and cleans off with a fingernail down to black paint. Overall it's been poorly stuck and needs cleaning off. Would benefit from a new cover or repair to the tear, which goes through the vinyl but not to the base fabric. The foam seems to be in good order and is still springy. 
NOTE: The rack came with the seat - the centre-to-centre distance from the shock absorber to rear frame/mudguard mount is 350 mm on this rack - check this measurement on your bike.

Chrome is fairly good for being 40+ years old.
